Global Health NGO Reacts to Confirmation of Samantha Power to Run USAID, Praises Her Experience and Leadership

BREAKING: Amb. Samantha Power Confirmed as USAID Administrator

CHANGE (Center for Health & Gender Equity) Praises Power’s Confirmation, Welcomes Her Experience & Leadership in Global Health & Human Rights

Washington, DC -- Moments ago, Ambassador Samantha Power was confirmed as USAID Administrator, a position that will be newly part of the National Security Council.

In reaction to the confirmation, Serra Sippel, President of CHANGE (Center for Health and Gender Equity), a leading global sexual and reproductive health and rights (SRHR) advocacy organization, issued the following statement:

“CHANGE applauds the confirmation of President Biden’s nominee Ambassador Power as USAID Administrator. 

“Ambassador Power has the experience and stature to get our foreign assistance policies and programs back on track and pursue new policy solutions to advance the health and human rights of people who face stigma, discrimination, and political persecution. Most importantly, her nomination and the elevation of the USAID Administrator position to the National Security Council reinforces that the Biden administration is serious about U.S. cooperation internationally and fulfilling our global commitments and obligations.

“We are optimistic that under Power’s leadership there will be greater investment and coordination across agencies to support the health and human rights of women and girls, and others who are discriminated against globally. CHANGE stands ready to work with Ambassador Power to put into practice the Biden-Harris administration's policy to support sexual and reproductive health and rights globally. An important step will be to ensure that U.S. funding supports abortion access as allowable by law in the cases of rape, incest, and life endangerment. This is especially important for survivors of sexual violence and rape in conflict and crisis situations.

“As UN Ambassador, Power worked alongside other nations to advance human rights, including the rights of women and girls, LGBTQI+ persons, and refugees. Her leadership and experience will be critical in addressing the urgent mission of USAID including tackling the global COVID-19 pandemic and climate change - and the rolling back of regressive policies implemented under the Trump administration, such as the newly released Trump’s USAID anti-gender policy that erases LGBTQI+ persons, and the expanded global gag rule.

“We congratulate Ambassador Power on her well-deserved new post and we look forward to working with her to advance SRHR for all through U.S. foreign assistance.”

Late last year, CHANGE released its annual report grading U.S. government agencies - including USAID - on how their global health policies, investments, and programs have impacted three domains across SRHR: family planning, maternal and child health, and HIV and AIDS prevention, care, and treatment. 

In 2019, USAID received a C+, down from an A- in 2017. The SRHR Index graded USAID’s actions in 2019 considering how evidenced-based, consistent with international human rights norms and principles, responsive to need, and gender transformative they were in regard to SRHR. CHANGE hopes that new leadership at USAID will take steps to improve the Agency’s 2021 grade.
